How Dubai Is Building Its Future as a Digital Entertainment Hub

Dubai has a track record of ambitious projects and is now directing its attention toward digital entertainment. The city creates an ecosystem that connects esports facilities to VR experiences and online gaming systems, and interactive entertainment centers. The city supports its initiative through major infrastructure development, specific rules, and strategic alliances with leading industrial companies. 

Esports and Gaming Gain Momentum

Esports has established a solid foothold in Dubai. The government recognizes competitive gaming as an economic growth sector because they support its development through 5G-equipped arena construction and international tournament organization. DMCC's Gaming Centre has become a hub for startups, and Dubai recently made history as the first Middle Eastern government to present at Gamescom 2025. 

The UAE maintains federal control over gambling activities, but the country experienced a significant change when December 2025 arrived. The General Commercial Gaming Regulatory Authority (GCGRA) licensed the UAE's first regulated online gaming site. The licensed website operates as a standalone platform providing sports betting and racing services and certain card games to UAE residents, but does not offer international casino games like video poker, slots, or live dealers or live TV-style game shows like the international platforms listed here. It’s considered a step forward for the UAE. 

The video gaming industry, on the other hand, is a fast-growing market. The Dubai Program for Gaming 2033 (DPG33) has attracted more than 350 gaming businesses since 2023, while 74% of these companies specialize in game development. The city also welcomed 60 new businesses, including Sony and Nvidia, as two of its twelve new members. The two main goals for this city include reaching a $1 billion GDP increase and creating 30,000 new jobs before 2033. The UAE gaming revenue forecast shows $752 million as the predicted 2025 revenue with 4.67% annual growth, confirming these targets can be reached. 

The Gamescom 2025 pavilion in Dubai presented the city's physical infrastructure, its skilled workforce, and its business investment opportunities. The Dubai GameExpo Summit, Riot Games, and Xsolla partnership has created new opportunities for mobile gaming, VR/AR, and esports development through their combined efforts. 

Infrastructure Built for Performance

Digital entertainment needs a reliable infrastructure to work properly. Dubai invested money into developing high-speed internet networks, protected data centers, and cloud computing systems, providing the necessary infrastructure for streaming content, real-time gaming, and secure financial transactions. 

The city has since established more than 580 digital startups during the first nine months of 2025. The AI sector maintained the largest market share at 21%, while the FinTech and HealthTech sectors ranked as the next two largest sectors. Most notably, 70% of these startups are international operations attracted by access to Middle Eastern, African, and Asian markets. This business environment allows digital entertainment companies to obtain direct funding, which lets them build VR gaming and esports platform operations. The Dubai Chamber of Digital Economy supports this expansion through its organized events, roadshows, and visa reform initiatives under the D33 plan to make Dubai a top digital business center.
